Having seen the state of churches in France compared to that in other countries where they simply get sold off by the Church as real estate for money and because it can't fund their maintenance, this piece of opinion doesn't seem to be much based on reality.
The most obvious point is equating vandalism during the Revolution (a civil war during which the Church sided against the people, which can maybe explain some vindication against it) with bad upkeep by the current government, 200 years later.
Historians have shown, by studying baptismal records, that secularization started about a century before the Revolution. Remember also the Church collected the dîme (tithe), a 10% tax that Germany still does (albeit at a lower rate). Taxmen are never popular.
